Water meters employ a variety of methods, the most common of which is the mechanical meter. It comprises of a chamber with a spinning rotor or disc while water flows through it. The spinning motion is then converted into volume measurements, which are normally in gallons or cubic meters and represent the quantity of water consumed.

Water meters are made to be tamper-proof. They have seals and systems in place to prevent and detect tampering.
